1999 to 2001 Co-Founder, Chief Technology Officer Tysons Corner, Virginia Co-founded this healthcare-focused pure Internet ASP company -- reported to Chief Executive Officer; created, grew, and led the team that built and deployed a high-volume healthcare transaction processing site. Developed and managed large-scale complex software applications with integrated hand-held (mobile, Palm, PocketPC) and e-mail functionality. Managed the Intellectual Property associated with all software applications. Developed a unique, highly-personalized, dbms-agnostic integrated OLTP and data warehouse (patent-pending) for the healthcare community that could manage millions of patient records for any healthcare participant (clinics, hospitals, insurance companies). 1995 to 1999 Chief Software Architect, NBCS Tysons Corner, Virginia Led the
technical team responsible for the development of the American Red Cross National
Biomedical Computer Systems (NBCS) Releases 1.0 and 1.1. The Red Cross NBCS
system is the largest automated blood collection and distribution system in
the world, responsible for delivery of over 50% of the blood supply in the United
States. NBCS is deployed over a heterogeneous, distributed client/server environment
with IBM AIX and Microsoft NT servers, and host-based and Microsoft Windows
clients. Responsible for team leadership, software specifications, software
development (ANSI C/C++ and UNIX Shell scripts), design reviews, code reviews,
code management, scheduling, interviewing, and hiring Led the technical team
responsible for the development and deployment of several client/server components
of NBCS Release 1.1. These include medium-size applications that perform centralized
reporting services (using Web/CGI applications, Crystal Reports and Delphi)
and telerecruiting (using the Web and SQL Windows). Led the team responsible
for the development and deployment of the American Red Cross Document Distribution
System (DDS), a Perl and CGI-based distributed document tracking and revisioning
system that runs within an Intranet. Assisted in the development and implementation
of formal software development and maintenance methodologies. Helped train staff
members in project planning and software methodology. Developed an interactive
intranet/web site to support all software engineering and development projects
within the NBCS project using a combination of Netscape web servers, Netscape
clients, HTML code, CGI scripts written in Perl and UNIX Shell scripts. Developed
a reference library that includes search and retrieval capabilities and cross-referencing
of engineering, system design, and various technical documents. Automated the
entry, searching, and reporting of software defects and enhancements. Supported
the website as Webmaster for three years. Responsible for daily management of
software development environment including but not limited to software code
repository, configuration management tools, parallel development environment,
and system administration. Participated in the software development of NBCS
1.0 by developing and specifying common components, libraries, and application-specific

BDM Federal, Inc.
1994-1995 Senior Software Engineer/Consultant Germantown, Maryland Assisted
in development of Visual C++ and MFC applications for Department of Energy's
project management tasks. The applications allow sophisticated planning and
tracking of milestones, resources, time, cost, and constraints. Also included
full charting, variance analysis, budgeting, and word-processing support internally.
Applications are used by dozens of branch offices across the United States over
heterogeneous client/server networks and the output from the application is
presented to Congress for annual funding requirements. Acted as leader of common
components group to analyze requirements, create designs, and perform actual
coding. Conducted team development, acted as design lead, and performed general
management duties. Designed and coded a multimedia text retrieval program for
corporate communications using Microsoft Help, MediaView, and Lotus Notes Interfaced
with clients during client reviews.
Naval Surface Warfare Center (NSWCDD)
1990-1994 Software Engineer (Civilian) with Secret ClearanceWhite Oak, Maryland
Developed C++ software on a team project. C++ application was for ground-based
UNIX workstations to perform simulation and testing of ship-based computer software
and hardware. Tasks included overall design of system, programming the X-Windows
user interface, parsers and simulation tools, and writing documentation. Developed
MS-Windows and OSF Motif software tools in C++ and Borland Pascal to perform
reverse engineering and analysis of over fifty megabytes of code and data used
on AEGIS-class cruisers and destroyers Required complete database analysis and
design specifications, communication with end-users, downsizing to client/server
paradigm, programming the software, and documentation. Created software tools
in C++ and Borland Pascal to track flow of changes between different software
revisions of ship-based computer software for AEGIS-class cruisers. Enhanced
programs in FORTRAN and C to support underwater (submarine) vessel simulation
projects. Worked on MARS project, using C, for support of low-level networking
of Sun and IRIS workstations. Networking support was needed to enhance war games
and hi-res 3D graphics for fleet combat simulation programs. Wrote and have
had published technical reports and highlights. Served as chairman of the OOP
subcommittee of the Navy Next Generation Computer Resources group
1986-1990 Structural of Texas, Inc. Software Engineer Dallas, Texas Designed, developed, and coded custom software solutions in C, C++, and Turbo Pascal to automate tasks such as drawings (using hi-res graphics), engineering calculations, and design sheets for this structural and civil engineering firm. Transformed a department of 25 engineers and draftsman working manually to 7 working with computers. Increased efficiency and output many times over. Designed and coded programs in Turbo Pascal for estimating contract costs and producing estimating reports; installed and taught usage of accounting and database software for the accounting department. System integration tasks included set up of complete software and hardware operations for automating both the engineering and drafting departments.
